Evidenced by his quest to foster improved and collaborative civil and public service development, the Director-General of the Liberian Civil Service Agency, Dr. Josiah F. Joekai Jr., has been elected as the inaugural Chairperson of the newly established Health and Public Service Network of Africa (HaPSNA), following the signing of the framework document known as Monrovia Declaration of the region.
This momentous resolution was finalized during the closing ceremony of a week-long International Conference convened by the CSA in Monrovia, Liberia under the sponsorship of Health Development Partnership for Africa and the Caribbean (HeDPAC).
The framework which encompasses six strategic goals, focusing on training, leadership enhancement, professional development, and fostering a collaborative, and results-driven approach to governance was signed by Mr. Moctar Siedou GANAMA representing Burkina Faso, Dr. Brahima representing Côte d’Ivoire, while Dr. Josiah F. Joekai Jr. the Director General of the CSA and progenitor of the Conference, and Professor Dr. Charles Edward Lahai SENESSIE signed for Liberia and Sierra Leone respectively.
The ‘Monrovia Declaration’ as the HaPSNA regional framework is referred to is the outcome of the Regional Public Service Leadership Conference on Human Health Workforce Development hosted in Liberia by the Inter-ministerial Team signed by delegates brought together from six member states, Burkina Faso, Côte d’Ivoire, Sierra Leone, and Liberia.
Distinguished speakers graced the Conference included the Liberian Minister of Health, Dr. Louise M. Kpoto, who represented President Joseph N. Boakai, Snr. and Her Excellency Josephine Nkrumah, ECOWAS Representative to Liberia, along with Ambassadors of the six-participating member States and the Executive Director of HeDPAC all of whom made statements of approbation of the framework.
The speakers representing their countries see adoption of the HaPSNA framework, officially signed on March 4, 2025, marks a transformative step in addressing challenges in the public and health sectors. The framework emphasizes amongst other things, strengthening health and public sector efficiency and workforce governance, developing sustainable financing models for workforce development, Promoting digital tools and e-governance for decision-making and service delivery.
Meanwhile, Joekai expressed optimism about the collaborative vision of HaPSNA, which aims to deliver sustainable growth, innovation, and resilience in public service and health workforce development across the region.
