NAPDOL President, Cllr. Bestman D. Juah, Sr., said Justice Gbeisay previously served as a consultant to the Public Defenders’ Program during the tenure of former Chief Justice Francis S. Korkpor, Sr. In that role, he contributed to improving case management and legal representation for indigent defendants across Liberia’s judicial circuits.
According to Cllr. Juah, Justice Gbeisay played a key role in training public defenders and strengthening the program’s capacity to provide effective legal services. “These services have enhanced the program’s effectiveness in providing adequate legal representation to indigent defendants,” he said.
Justice Gbeisay has 27 years of legal experience and has served as a practicing lawyer, Relieving Judge, and Associate Justice of the Supreme Court. He currently holds judicial oversight over Grand Bassa, Bong, Nimba, and Lofa Counties.
The National Public Defense Program was established by the Supreme Court in 2009 and operates through the Public Defenders’ Office.
It was created to ensure access to legal representation for indigent criminal defendants, in line with Article 21 of the 1986 Constitution of Liberia, which guarantees the right to counsel and a fair trial.
