Liberia Gets Clean Audit Opinion on 2025 Accounts

MONROVIA, Liberia, September 2, 2026 — Liberia’s Auditor General has issued an unqualified audit opinion on the Government of Liberia’s Consolidated Fund financial statements for fiscal year 2025, indicating that the accounts were fairly presented in all material respects under the applicable accounting standards.

The audit report, released August 31, 2026, covered government financial activities from January 1 to December 31, 2025.

According to the Auditor General, the financial statements fairly presented, in all material respects, government receipts and payments, as well as comparisons between approved budget amounts and actual expenditure for the period under review.

The accounts were prepared in accordance with the International Public Sector Accounting Standards (IPSAS) 2017 Cash Basis of Accounting.

An unqualified opinion, commonly referred to as a “clean” audit opinion, means an auditor has concluded that the financial statements are fairly presented, in all material respects, in accordance with the applicable financial reporting framework.

The opinion relates specifically to the presentation of the financial statements and does not, by itself, mean that every government transaction or internal control was free of weaknesses or irregularities.

The audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs).

The Auditor General said sufficient and appropriate audit evidence was obtained to provide a basis for the opinion and that the audit was conducted independently of the Ministry of Finance and Development Planning.

The outcome represents a positive development for Liberia’s public financial reporting as the government continues efforts to strengthen fiscal governance, financial controls and compliance with internationally recognized public-sector accounting standards.

The Ministry of Finance and Development Planning has placed increased emphasis on fiscal discipline, financial controls and adherence to public-sector accounting requirements.

The audit comes as the government seeks to strengthen public confidence in the management of national resources and improve transparency in the reporting of public receipts and expenditures.

Despite the unqualified opinion, the Auditor General emphasized the continuing responsibility of government management to maintain appropriate internal controls and prepare financial statements that are free from material misstatement, whether caused by fraud or error.

Management is also responsible for ensuring that public financial information continues to comply with the applicable reporting framework.

The 2025 audit opinion provides independent assurance regarding the presentation of the government’s Consolidated Fund accounts while underscoring the need for continued improvements in transparency, accountability and the management of public resources.

The development also comes amid broader efforts to strengthen Liberia’s public financial management systems and improve confidence among citizens and development partners in the government’s handling and reporting of public finances.
