Dr. Nyan Claims Laboratory Progress-Disputes Current NPHIL Leadership’s Progress Claims

MONROVIA – Dr. Dougbeh Christopher Nyan’s rebuttal deepens a bitter dispute over who deserves credit for improvements at Liberia’s National Reference Laboratory. He argues that transformer procurement, renovations and scientific recruitment began during his tenure at the National Public Health Institute of Liberia. His statement publicly challenges claims of “no progress” and “gross inefficiency” reportedly used to justify his 2025 removal. Nyan also now links the dispute to a February 2026 Supreme Court ruling, which he says invalidated the termination. The disagreement matters because public institutions require accurate records, leadership continuity and transparent attribution for projects financed and executed across administrations. The current NPHIL leadership’s official response is not contained in the formal submission. The Analyst reports.

MONROVIA: Former National Public Health Institute of Liberia (NPHIL) Director General Dr. Dougbeh Christopher Nyan has claimed credit for initiating renovations, security improvements and the connection of the National Reference Laboratory (NRL) to the national electricity grid.

Nyan issued the clarification in response to a recent article published by The Analyst and what he characterized as distorted information presented during recent press briefings by the institute’s Officer-in-Charge (OIC).

Nyan maintained that continuing progress at the NRL resulted from projects initiated during his tenure. He cited Slide 10 of the Director General’s Report presented during the June 2025 NPHIL Board meeting as evidence of the step-by-step progress made under his leadership in renovation, security and connection to the national grid.

Nyan Cites Board Records

According to Nyan, the green-highlighted section of Slide 10 specifically documented his administration’s procurement of a 500 kVA transformer in 2025. He explained that the transformer was intended to meet the NRL’s heavy electricity requirements for diagnostic and research activities through connection to the national grid.

Nyan noted that the current OIC attended the board meeting at which the progress report was presented. He argued that the official was therefore aware of the initiatives undertaken during his leadership.

The former director general stated that procurement of the transformer formed part of a broader package of improvements initiated by his leadership team. Those interventions, he explained, included extensive renovations of laboratory buildings, a guesthouse, a conference center and several buildings intended to accommodate diagnostic personnel during emergencies and overnight assignments.

Nyan further disclosed that the renovation contract was awarded to a contractor in accordance with regulations of the Public Procurement and Concessions Commission (PPCC). He presented the procurement process as part of the evidence supporting his claim that the projects began during his tenure.

Renovations And Recruitment Initiated

Nyan recalled that United States Senator Jack Reed and Representative Amo of Rhode Island visited the NRL during their trip to Liberia in August 2025. He stated that the lawmakers assessed aspects of Liberia’s outbreak preparedness and commended the progress made by his leadership team and NPHIL’s contribution to national and global health security.

The former director general described the clarification as necessary because of what he called persistent distortion and misrepresentation by the OIC, NPHIL Board and Minister of Health. He accused the officials of falsely claiming credit for his administration’s work through what he characterized as abuse of power, dishonesty and public deception.

Nyan also cited the recruitment of approximately 20 young graduates of the natural sciences for the NRL as another initiative undertaken during his tenure. He maintained that the recruitment, renovation of laboratories and other buildings, and connection of the Charlesville NRL facility to the national electricity grid constituted a complete package of activities initiated by his leadership team.

According to Nyan, those activities were now producing sequential results. He argued that the current progress could not be separated from the plans, procurement decisions and institutional work completed under his leadership.

Termination Dispute Revisited

Nyan stated that his clarification was particularly important because the OIC was a signatory to the September 17, 2025, NPHIL Board resolution that claimed there had been “No Progress” at the institute during his tenure. He alleged that the resolution was used to mislead President Joseph Nyuma Boakai, Sr. into issuing what he described as an unlawful termination letter.

The former director general further asserted that the termination violated the laws of Liberia. He cited the Supreme Court’s February 16, 2026, ruling in the case, “Dr. Dougbeh Christopher Nyan vs Executive Branch of Government,” as confirmation of his position.

Nyan accused the OIC and NPHIL Board of attempting to correct previous false claims with additional falsehoods. He declared that such efforts must be vigorously challenged at all times.

He described the conduct as displaying the “anti-patriotic and selfish attitude” of specific medical personnel serving on the board and at the Ministry of Health. Nyan alleged that their actions were keeping Liberia’s health system backward and contributing to national stagnation.

Nyan Rejects Progress Claims

Nyan challenged the Minister of Health’s reported claim that “nothing was happening at the NPHIL” and the board’s reported assertion that there had been “gross inefficiency and no progress” during his tenure. He argued that the same officials could not now claim the “outpour of enviable progress” they had previously denied.

The former director general vowed to continue confronting what he described as the officials’ erroneous claims and political schemes over the next four years. He predicted that further progress would emerge from the five-year plan established under his leadership and maintained that the plan would continue producing sequential results.

Nyan stated that while he and members of his former leadership team continued providing services to Africa and the wider world, they would not allow their work to be mischaracterized. He also vowed to resist what he called the theft of their achievements by a discredited board and an illegally constituted OIC leadership.

“We will keep checking!” Nyan declared. He concluded with the Liberian expression: “No Monkey Works, Bamboo Draws!”
