Indian Council of Agricultural Research (ICAR), New Delhi and the Central Agricultural Research Institute (CARI), Liberia, have entered into a Memorandum of Understanding (MoU) for cooperation in agricultural research and education.
The MoU was signed on behalf of ICAR by its Director General, Mr. Mangi Lal Jat, and subsequently signed on behalf of CARI by its Director General, Dr. Arthur Bob Karnuah, on 8 September 2026 at the Embassy of India in Monrovia.
The MoU provides an institutional framework for promoting exchanges and collaboration between ICAR and CARI in agricultural research, education and capacity building. It envisages cooperation through the exchange of scientists, technologists and experts; sharing of scientific literature, information and methodologies; exchange of germplasm and breeding material; collaborative research; training and mentoring; and capacity building of research personnel.
The partnership also envisages the sharing of India’s experience in agricultural extension, including through Krishi Vigyan Kendras (KVKs), India’s front-line agricultural extension system, with relevant institutions and stakeholders in Liberia.
Cooperation under the MoU will encompass areas of mutual interest relevant to Liberia’s agricultural and fisheries priorities, including cassava and other tropical crops, rice, maize, vegetables, banana, oil palm and cocoa, as well as fisheries, aquaculture, post-harvest management, food safety and value addition. The two institutions will also explore opportunities for joint research, training and knowledge exchange in these areas.
The MoU reflects India’s continued support for Liberia’s development priorities through knowledge sharing, institutional partnerships and capacity building and is in keeping with India’s broader approach of promoting mutually beneficial South-South cooperation. By connecting Indian and Liberian research institutions, the partnership is expected to create opportunities for scientists and researchers from both countries to learn from each other’s experiences and develop practical solutions suited to local needs.
The cooperation will be taken forward through jointly developed biennial Work Plans, which will identify specific activities and the respective contributions of the two institutions.
The Embassy of India welcomes the signing of the MoU as an important addition to the growing India-Liberia partnership. It is expected to provide a platform for deeper engagement between agricultural research and training institutions of the two countries and contribute to sustainable agriculture, food security, human resource development and enhanced agricultural productivity in Liberia.
