MONROVIA – A mine is more than a contract signed in the capital. Putu’s revival will be judged in Grand Gedeh. The county’s bar association has welcomed news that Africa Metallic Resources cleared the way to take over the iron-ore project. It cautioned that deals between investors and government are only a start. Communities, chiefs, youth and women must have a real seat, the lawyers said. Sustainable mining, they argued, runs on trust, not paperwork alone. They also praised President Boakai for reviving a long-stalled project. The warning is a painfully familiar one in Liberia’s troubled mining history. As THE ANALYST reports, the association wants Putu to lift the southeast, not merely enrich distant balance sheets.
The Grand Gedeh Bar Association (GGBA) has welcomed recent developments clearing major obstacles to Africa Metallic Resources Inc.’s (AMR) proposed acquisition and development of the Putu Iron Ore Project. At the same time, the association urged the company to make broad stakeholder engagement a central part of its approach to operating in Grand Gedeh County.
Recent reporting indicates that AMR has addressed significant concerns that previously complicated the proposed transaction, including sanctions-related clearance and financing.
A local daily reported that Severstal, the existing owner of the Putu asset, informed the Liberian Government on September 11 that AMR’s binding offer was superior to the competing Planet One offer in both price and terms.
The GGBA described the development as encouraging but stressed that successful mineral development requires more than agreements between an investor and the central government.
According to the association, communities, county authorities, traditional leaders, civil society, professional organizations, youth and women’s groups, local businesses and other stakeholders should have meaningful opportunities to engage with AMR as the project moves toward implementation.
Beyond The Boardroom
“The progress made by AMR is encouraging, and we welcome the removal of obstacles that have delayed the revival of Putu,” GGBA President Cllr. Kanio Bai Gbala said. “But securing the investment is only one part of the journey. AMR must now invest just as deliberately in relationships with the people and institutions of Grand Gedeh. Sustainable mining requires community confidence, transparency and continuous dialogue.”
The association said early engagement could help identify community expectations, manage potential disagreements and establish realistic priorities around employment, procurement, environmental protection, land issues, infrastructure and community development.
It particularly urged AMR to avoid viewing stakeholder engagement simply as a statutory or corporate-social-responsibility obligation. Instead, it said, consultation should become an integral part of the company’s long-term operating strategy.
A Challenge To AMR
The GGBA also commended President Joseph Nyuma Boakai for maintaining government attention on the project after years of inactivity and for directing relevant institutions to expedite its finalization and operationalization. The association framed the recent progress as the product of sustained political will.
“We congratulate President Boakai for the leadership demonstrated in bringing Putu back onto the national development agenda,” Gbala said. “At the same time, we challenge AMR to engage the GGBA, affected communities and all other relevant actors from the beginning. Projects of this magnitude succeed when the investor, government and host communities understand that they are partners in a common undertaking.”
The GGBA believes Putu could become more than a mining operation. Properly developed, it said, the project could stimulate infrastructure, employment, local enterprise and investment across Grand Gedeh and neighboring southeastern counties.
For that potential to be realized, the association said, the people who will live with the project must also have a meaningful place in shaping its implementation. It cast that inclusion as the true test of whether Putu succeeds.
