Monrovia, October 7, 2026: Liberia is participating in the 3rd Annual Meeting of ECOWAS Heads of National Boundary Commissions, taking place in Banjul, Republic of The Gambia, from October 6-8, 2026.
The meeting brings together Heads of National Boundary Commissions and border governance institutions from ECOWAS Member-states to strengthen regional cooperation, enhance border management, and promote peaceful coexistence across West Africa.
Liberia is represented by Hon. D. Emmanuel Wheinyue, Assistant Minister for Research, Policy and Planning at the Ministry of Local Government and Chair of the Liberia Technical Border Committee, a multi-sectoral body comprising fifteen governmental institutions responsible for addressing border management, boundary governance, and cross-border cooperation issues in Liberia. The Committee serves as the country’s principal technical platform for coordinating border-related policies, initiatives, and engagements with neighboring states.
The annual meeting was institutionalized in 2024 under the AU-ECOWAS-WAEMU coordination framework to strengthen synergies among national and regional stakeholders involved in border governance across the ECOWAS region. It serves as an important platform for exchanging experiences, reviewing progress on ongoing initiatives, and identifying practical solutions to emerging challenges affecting border communities and regional integration.
According to a press release from the Ministry of Local Government, during the three-day meeting, participants are expected to review the implementation of recommendations adopted at the Second Meeting of Heads of National Boundary Commissions held in Cotonou in 2025, assess ongoing national, bilateral, and regional border governance programs, and explore innovative approaches for boundary delimitation, demarcation, reaffirmation, and cross-border development. The meeting will also discuss enhanced cooperation mechanisms among ECOWAS Member States and regional institutions.
The release says Liberia’s participation underscores the Government’s commitment to effective border governance, regional peace, security, and the promotion of sustainable development in border communities. Through the active engagement of the Liberia Technical Border Committee, Liberia continues to support ECOWAS efforts aimed at strengthening regional integration, facilitating cross-border cooperation, and improving the management of shared boundaries.
The meeting is organized by the ECOWAS Commission through its Directorate of Free Movement of Persons, Migration and Tourism and brings together representatives of the ECOWAS Commission, the WAEMU Commission, the African Union Border Programme (AUBP), and development partners supporting border governance initiatives in West Africa.
