Angry Mob Kills LDEA Agent in Caldwell

A tragic incident unfolded in Caldwell on July 22, 2025, as Officer Emmanuel Payne of the Liberia Drug Enforcement Agency (LDEA) was reportedly mobbed to death by an angry crowd, including suspected “zogos” and community members.

According to a statement from the LDEA, Agent Payne was visiting a colleague from the Liberia Immigration Service (LIS) on Caldwell’s Benson Street when he observed a suspicious individual carrying a black plastic bag toward a known ghetto in the area.

Acting on his professional instincts, Officer Payne attempted to intercept the suspect. However, the agency says a known drug kingpin identified as Franklin B. Feawoe, alias “Black Bottle,” allegedly ordered a group to attack the officer.

Despite being in full uniform and identifying himself, Officer Payne was reportedly accused of being a “motorbike rogue” (thief), chased, and brutally beaten by the mob. In a desperate effort to disperse the attackers, he fired two warning shots, but the crowd grew larger and more violent.

Officer Payne was later pronounced dead upon arrival at the John F. Kennedy Memorial Hospital (JFK) in Monrovia.

The LDEA has strongly condemned the killing, describing it as a “heinous and cowardly act” against one of its most dedicated officers.

The agency states that it is working closely with the Liberia National Police (LNP) and other security agencies to bring all perpetrators to justice. Particular attention is being given to the prime suspect, Franklin B. Feawoe, who is currently on the run and wanted for questioning.

In response to the incident, the LDEA has launched a series of aggressive raids in Caldwell, burning down several ghettos and arresting multiple suspects believed to be connected to the crime.

“We extend our deepest condolences to the family, friends, and colleagues of Officer Emmanuel Payne. His bravery, integrity, and sacrifice in the fight against drug abuse and trafficking will never be forgotten. May his soul rest in perfect peace,” the LDEA stated.

The agency is urging the public to assist with information that could lead to the arrest of Franklin B. Feawoe. Citizens are advised not to confront him, but to call the LDEA Hotline at 0777 133 333 with any information or leads.- Edited by Othello B. Garblah.
