MONROVIA – The House of Representatives, through its Speaker Richard Nagbe Koon, on Monday, August 11, 2025, formally received a draft Act from Civil Service Agency (CSA) Director General Dr. Josiah F. Joekai, Jr., seeking the establishment of the Civil Service Commission of Liberia in line with Article 89 of the 1986 Constitution. The provision mandates the creation of autonomous public commissions.
The proposed legislation, submitted to Chief Clerk Madam Mildred Sayon on behalf of the Executive, was accompanied by a letter from President Joseph N. Boakai, Sr. In his communication, the President stated: “In fulfillment of Article 89 of the 1986 Constitution of the Republic of Liberia, I am pleased to submit for legislative enactment ‘An Act to Establish the Civil Service Commission.’ This legislation seeks to repeal the pre-1986 Civil Service Agency and create an independent and autonomous body empowered to regulate, supervise, and promote standards within the Liberian Civil Service and the broader public sector.”
President Boakai emphasized that the new Commission will ensure fair access to employment and career advancement, improve working conditions for civil servants, and promote transparency and professionalism in public service. He said it will also formalize civil servants as a distinct category within government through structured systems for their development, protection, and grievance resolution.
According to the President, the enactment of the legislation represents “a critical step in modernizing and optimizing Civil Service operations,” and will advance the ARREST Agenda, which prioritizes administrative reform, transparency, and service delivery.
Receiving the draft Act, Speaker Koon thanked Dr. Joekai and his team for the submission and assured them that the proposed law will be worked on promptly once the Legislature reconvenes in October. “Because we know the civil servants are the foundation of government. Mainly, they need to be well taken care of as well,” Speaker Koon stated. He noted that ensuring decent working conditions for civil servants will allow government operations to run more efficiently.
The Speaker promised to present the draft Act to his colleagues during the House leadership meeting, adding that the Legislature under his leadership will give the instrument timely consideration. The document will now be forwarded to the relevant committees of the House for review and further legislative action.
