MONROVIA – Chinese Ambassador to Liberia Yin Chengwu has highlighted China’s recently launched Global Governance Initiative as a historic effort to strengthen international cooperation, enhance the role of developing countries, and promote equitable global governance. The ambassador made the remarks in a statement released on Thursday, September 4, 2026.
Ambassador Yin noted that the initiative was formally presented by President Xi Jinping at the “Shanghai Cooperation Organization Plus” meeting held in Tianjin, China, on September 1, 2025, alongside the release of the accompanying Concept Paper. “This initiative comes at a historic moment marking the 80th anniversary of the founding of the United Nations. It further contributes China’s wisdom and presents China’s solution to strengthening and improving global governance,” Yin said.
According to the ambassador, the initiative arrives at a critical time as the international landscape faces turbulence, challenges to multilateralism, and growing deficits in global governance. “The existing international institutions have shown clear deficiencies, in particular the serious underrepresentation of the Global South, the erosion of authoritativeness in institutions such as the UN, and the urgent need for greater effectiveness,” he explained. He stressed that the initiative aims to build consensus and stimulate momentum for international cooperation.
Ambassador Yin outlined the “five core concepts” of the Global Governance Initiative, which he said are rooted in the principles of the United Nations Charter. These include staying committed to sovereign equality, upholding the international rule of law, adhering to multilateralism, pursuing a people-centered approach, and delivering tangible results. “Effective global governance is essentially one that resolves real problems,” he said.
He emphasized that the Global Governance Initiative complements China’s other major international proposals, including the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI). “The four initiatives have their respective priorities and can be pursued simultaneously. They inject stability and certainty into a turbulent world from the dimensions of development, security, civilization, and governance, reflecting China’s active role and sense of responsibility in international affairs,” the ambassador said.
Ambassador Yin further highlighted Africa’s role in shaping global governance, stressing that the continent is a key stakeholder in reforming the international system. He pointed to Liberia as a nation that has historically contributed to regional peace and economic integration and noted that the country’s recent election as a non-permanent member of the United Nations Security Council positions it to play an even greater role. “China stands ready to deepen coordination and cooperation with Liberia within the frameworks of the United Nations, the African Union, and beyond, continuously promote the global governance system towards a more fair and equitable direction, and jointly safeguard the legitimate interests of developing countries,” he said.
The ambassador concluded by reaffirming China’s commitment to multilateralism and international cooperation. “Facing an era of overlapping crises, China will continue to stand on the right side of history and human progress, uphold multilateralism, and champion unity over division and cooperation over confrontation,” Yin said.
