MONROVIA – Speaker of the House of Representatives, Cllr. J. Fonati Koffa, has formally announced his resignation from the leadership of the 55th National Legislature, effective at 12 noon on Monday, May 12, 2025. The announcement, made public through a statement issued by Representative Musa Hassan Bility, Chairman of the Rule of Law Caucus, comes nearly seven months after a deepening legislative crisis plagued the lower chamber.
According to the statement released on Sunday, the decision is rooted in mounting constitutional concerns that have challenged the authority and functionality of the House under Speaker Koffa’s leadership. The Rule of Law Caucus expressed regret over the development but emphasized its support for Koffa’s decision, citing the need to uphold the Constitution and restore institutional legitimacy.
Three main reasons were cited for the Speaker’s departure: the Executive Branch’s persistent defiance of Supreme Court rulings, a sharp decline in legislative support for Koffa’s leadership, and the constitutional obligation to reconstitute the Legislature under Article 49 through new elections.
Despite stepping down from the top post, the caucus praised Speaker Koffa for his resilience and commitment during a turbulent period. They reaffirmed their respect for him and welcomed his continued participation in legislative affairs as a regular member of the House and the Rule of Law Caucus.
