Construction Begins On Tubman Boulevard Overpass Bridges As President Boakai Advances Liberia’s Infrastructure Goals

MONROVIA – President Joseph Nyuma Boakai, Sr. on Tuesday, September 2, 2025, officially launched the groundbreaking of two China-aided overpass bridges on Tubman Boulevard in Monrovia, promising a transformative impact on transportation, trade, and daily life along one of the capital’s busiest corridors.

Addressing dignitaries, government officials, the diplomatic community, development partners, and members of the media, President Boakai described the overpasses, one near the Ministerial Complex and the other at SKD Boulevard, as more than just concrete and steel. He emphasized that the bridges are practical solutions designed to reduce congestion, improve road safety, and minimize economic losses caused by traffic delays, particularly for ambulances, fire trucks, traders, and commuters.

“The power of road infrastructure is undeniable. It shortens distances, lowers costs, and enhances economic growth. Once these bridges are completed, they will serve as a visible sign of our Government keeping its promises to improve the efficiency of our road network,” President Boakai said.

The President linked the project to his administration’s broader development agenda, the ARREST Agenda for Inclusive Development (AAID), highlighting the role of modern road systems in promoting inclusive growth, connecting communities, and ending rural neglect. “By investing in modern road systems, we are building the foundation for a unified, accessible, and prosperous Liberia,” he explained.

President Boakai expressed gratitude to the People’s Republic of China for its continued support of Liberia’s economic transformation, noting that the partnership between the two countries is focused on implementing tangible projects aligned with national development priorities.

He also commended the Ministry of Public Works for its meticulous preparation and technical diligence in bringing the project to fruition. The Ministry has coordinated efforts to create grade-separated intersections that will remove long-standing traffic bottlenecks along Tubman Boulevard.

According to the President, the overpasses are expected to bring numerous benefits, including fewer conflict points between vehicles and pedestrians, reduced traffic accidents, improved logistics for traders, schools, and clinics, shorter travel times during peak hours, and enhanced efficiency for public transportation.

In addition to these infrastructure improvements, President Boakai underscored the economic opportunities tied to the project. The construction is expected to create hundreds of direct and indirect jobs, including positions for skilled technicians, machine operators, vendors, and support personnel, with on-the-job training aimed at building long-term national capacity.

Acknowledging that construction activities would temporarily inconvenience residents and businesses along the corridor, President Boakai called for patience, cooperation with traffic authorities, and adherence to safety protocols. He urged motorists to respect road barriers, follow signs, and keep children away from work zones, emphasizing that these short-term disruptions are necessary for long-term progress.

The President set clear expectations for the contractor, stressing the importance of high-quality construction, maintaining a safe work environment, and completing the project within the two-year timeframe provided by the People’s Republic of China. Supervision and design teams were instructed to enforce standards, maintain transparency, and ensure accountability throughout the project.

President Boakai framed the groundbreaking as a milestone in the government’s wider strategy to invest in infrastructure that connects communities, provides access to agricultural and mining regions, and complements energy and water development initiatives critical to Liberia’s economic growth. He stressed the importance of maintenance and stewardship, noting that the overpasses will be part of a managed corridor with disciplined enforcement of right-of-way, parking regulations, and road safety rules.

Concluding his remarks, President Boakai thanked the People’s Republic of China and the Ministry of Public Works for their contributions and called on Liberians to respect new developments, keep their environment clean, and embrace the progress represented by the overpass project. He officially launched construction of the two China-aided overpass bridges, describing them as a step toward a safer, faster, more connected, and more prosperous Liberia.
