MONROVIA — The managing director and comptroller of the National Insurance Company of Liberia face arrest and can be seized if they try to leave the country, under orders from Criminal Court ‘C’ issued Thursday, allowing officers to take them into custody and search their premises in a Liberia Anti-Corruption Commission prosecution.
The orders name NICOL Managing Director Nortu A. Jappah and Comptroller Charlotte Kpanah, accused of economic sabotage, theft of property, and criminal conspiracy.
A writ of search and seizure dated Sept. 10 directs the sheriff of Montserrado County, or a deputy acting on his behalf, to enter the two officials’ premises in Monrovia, conduct a court-authorized search, arrest Jappah and Kpanah, bring them before the court immediately, and file a return showing how the writ was executed.
The court separately issued a writ of ne exeat republica after an application alleged that the two were preparing to travel abroad. The writ empowers the sheriff to arrest either of them if they attempt to leave Liberia and to produce them before the court. If they fail to post the bail approved by the court, the order says, they may be committed to the Common Jail of Montserrado County until they file the required bail and security.
The economic sabotage allegation covers fraud on Liberia’s internal revenue, misuse of public money or records, and theft or illegal disbursement or expenditure of public funds, according to the court papers.
The Republic of Liberia filed the applications through the LACC before the First Judicial Circuit Criminal Court “C” for Montserrado County.
