MONROVIA, August 12, 2026 — The Civil Service Agency (CSA), in collaboration with the Ministry of Finance and Development Planning (MFDP), has trained human resource directors and technical personnel officers from 109 government spending entities as part of preparations for the Fiscal Year 2027 national budget.
The one-day Human Resource Training on Manpower Planning and Budgeting was held Tuesday, August 11, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town.
Held under the theme, “Planning Today for a Stronger Civil Service Tomorrow,” the training focused on strengthening participants’ capacity in manpower planning, budgeting, fiscal discipline and effective human resource management in line with government priorities.
Delivering remarks on behalf of CSA Director-General, Deputy Director-General for Administration and Finance Atty. Dahnu Mianyen stressed the importance of strategic manpower planning in strengthening the effectiveness and sustainability of Liberia’s civil service.
He urged government spending entities to work closely with the CSA to ensure staffing decisions are based on institutional needs, available financial resources and broader government priorities.
“Effective manpower planning goes beyond determining the number of employees required by an institution,” Mianyen said. “It is about having the right personnel available to support institutional mandates and improve public service delivery.”
CSA Principal Administrative Officer Alfred Drosaye also briefed participants on the upcoming Annual Manpower Hearings and Budgeting Exercises.
According to Drosaye, the hearings will provide an opportunity to assess the personnel needs of government institutions, identify staffing gaps and ensure proposed manpower requirements are properly justified and aligned with institutional mandates.
Meanwhile, MFDP Director of Compensation and Expenditure Controls Marvelous D. Weah delivered a presentation on linking manpower planning to the national budget, with emphasis on fiscal discipline, resource allocation and effective public service delivery.
Weah highlighted the relationship between workforce planning and the national budget, stressing the need for government institutions to exercise fiscal discipline and ensure personnel expenditures remain consistent with available public resources.
Participants were also taken through technical sessions on the preparation of personnel listings, common errors and quality assurance, and the preparation of manpower plans.
The sessions were intended to improve the accuracy and quality of manpower submissions and strengthen compliance with established government planning and budgeting procedures.
CSA officials said the training forms part of broader efforts to strengthen human resource management, institutional planning, fiscal prudence and public service delivery across government.
The CSA and MFDP said equipping HR directors and technical personnel officers ahead of the FY2027 budget cycle will help government institutions better assess their workforce needs, justify staffing requests and align personnel expenditures with national budget priorities.
