House Scrutinizes US$52M National ID Deal

US$9M Chokes House Leadership

CAPITOL HILL, Liberia, October 16, 2026 – The House of Representatives has mandated its Joint Committee on Investment and Concessions, Good Governance, and Ways, Means, Finance and Development Planning to review a proposed US$52 million concession agreement for the establishment of a national digital civil registry and vital statistics system.

The decision followed a communication submitted to plenary on Thursday, October 15, by President Joseph Nyuma Boakai, seeking legislative ratification of the agreement between the Government of Liberia and OeSD International GmbH.

According to the President’s communication, the proposed agreement covers the design, supply, installation, commissioning, and maintenance of the National Identification Central Digital Civil Registry and Vital Statistics System (NIDCRVS).

The project, structured under a build-operate-transfer arrangement, seeks to establish a centralized digital database capable of storing demographic and biometric information for up to 10 million individuals nationwide.

The joint committee has been tasked with reviewing the agreement’s technical and financial provisions, including its implications for national identification, data management, and public accountability.

The review is expected to determine whether the proposed concession adequately protects Liberia’s interests and provides value for money.

The committee has been given two weeks to complete its review and submit findings and recommendations to plenary for consideration.

The House will subsequently determine whether to approve the agreement for ratification.

The proposed US$52 million agreement remains subject to legislative review and has not yet been ratified.
