India Reaffirms Anti-Terror Stance One Year After Operation Sindoor

Monrovia, Liberia, May 7, 2026 – The Government of India has reaffirmed its position on Operation Sindoor, launched by the Indian Armed Forces on May 7, 2025, in response to a deadly terrorist attack in Pahalgam, Jammu and Kashmir.

According to Indian authorities, the Resistance Front (TRF), described as a proxy of the Pakistan-backed, UN-proscribed terrorist group Lashkar-e-Taiba, carried out the April 22, 2025, attack on tourists in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 people, including 25 Indian nationals and one Nepali citizen.

The Pahalgam attack marked the deadliest terrorist assault on civilians in India since the 2008 Mumbai attacks, which Indian authorities also linked to Lashkar-e-Taiba.

Following the attack, the Government of India announced on April 23, 2025, that the Indus Waters Treaty would be held in abeyance until Pakistan “credibly and irrevocably” ends its support for cross-border terrorism.

On the morning of May 7, 2025, India said it exercised its right to respond, pre-empt, and deter future cross-border attacks through Operation Sindoor. Indian officials described the military action as measured, non-escalatory, precise, proportionate, and decisive, aimed at dismantling terrorist infrastructure without targeting Pakistani military installations.

India stated that the operation focused on terror camps in Pakistan and Pakistan-administered Kashmir. Nine targets were reportedly struck, including key locations in Bahawalpur, Muridke, and Muzaffarabad, which Indian authorities said have longstanding ties to anti-India militant groups such as Jaish-e-Mohammed and Lashkar-e-Taiba.

Officials said the operation was intended to send a clear message that individuals involved in attacks against India would not find safe haven. India also warned that any further provocation would be met with an appropriate response.

According to the government, Pakistan later launched attacks on military and civilian areas, resulting in casualties, prompting retaliatory strikes by Indian forces on major Pakistan Air Force bases. Indian authorities said the extent of the damage was visible through satellite imagery.

India further claimed that the operation significantly weakened the morale of groups supporting cross-border terrorism, including elements within Pakistan’s military establishment. Officials cited a request from Pakistan’s Director General of Military Operations (DGMO) to India’s DGMO for a cessation of firing and military activities as evidence of this shift.

As part of India’s diplomatic efforts following the Pahalgam attack, the 36th report of the UN Security Council 1267 Sanctions Committee Monitoring Team, published in July 2025, included references to both the attack and TRF.

India also launched a global diplomatic outreach campaign, dispatching seven parliamentary delegations representing all political parties to 33 countries, including Liberia, to reinforce its zero-tolerance stance on terrorism.

A parliamentary delegation led by Shrikant Eknath Shinde visited Liberia from May 31 to June 2, 2025. The delegation met with Joseph Nyuma Boakai, as well as members of the Liberian Senate and House of Representatives.

In a show of solidarity, Nyonblee Karnga-Lawrence and Richard Nagbe Koon led lawmakers in observing a moment of silence for the victims. Liberian leaders also expressed support for India’s response and emphasized the need for stronger international cooperation against terrorism.

Additionally, India organized exhibitions highlighting the human cost of terrorism in 17 countries, including events at the United Nations and the United States Congress, where the exhibition received bipartisan support from lawmakers.

In July 2025, the United States designated TRF as both a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT) entity.

India maintains that Operation Sindoor has established a new benchmark in its fight against cross-border terrorism and says it will continue taking decisive action to protect its citizens from future threats.
