MONROVIA – In a resounding victory that closes a tumultuous chapter in Liberia’s legislature, Representative Richard N. Koon has been elected as Speaker of the House of Representatives, defeating Nimba County District #7 Representative Musa Hassan Bility by a vote of 43 to 26. The outcome signals not only a change in leadership but a reaffirmation of legislative order and the rule of law, following weeks of political unrest that had paralyzed the House.
Speaker Koon wasted no time in getting to work. Upon assuming office, he swiftly began the process of organizing the House’s internal structure by appointing leadership for key committees, laying the foundation for what many lawmakers hope will be a more disciplined and focused legislative session.
Representative James Kolleh and Representative P. Mike Jury were both tapped to chair the Committee on Rules, Order and Administration. Representative Sekou Kanneh was appointed as Chairperson of the Committee on Executive, with Representative Emmanuel Dahn named Co-Chair. Representative Nehker Gaye will lead the Committee on Foreign Affairs. Speaker Koon stated that additional appointments to standing and statutory committees would be announced during the next session day.
The election brings a sense of closure to a leadership struggle that had cast a cloud over the House since January, culminating in legal showdowns, procedural walkouts, and deepening partisan rifts. In the wake of his defeat, Representative Bility struck a conciliatory tone. Taking to his Facebook page, he wrote, “We lost an election. But democracy has been restored to the House of Representatives. Liberia wins. The rule of law wins.” His statement resonated across social media, earning praise even from some political opponents who saw it as a call for unity following months of division.
Koon’s election is already being seen as a defining moment for the House. His ability to build consensus and deliver on urgent national legislative priorities will be closely watched. With committee leadership now taking shape, many anticipate that the 55th Legislature will begin to focus more squarely on pressing issues such as economic reform, anti-corruption measures, and national security.
