MONROVIA – The Liberia Electricity Corporation (LEC) is moving ahead with plans to collaborate with Genser Energy for the development of a landmark 270-megawatt combined cycle power plant at the Port of Buchanan in Grand Bassa County. Genser Energy is a leading West African provider of natural gas and power infrastructure solutions.
In a statement released Thursday, April 24, 2025, LEC confirmed that as part of its engagement efforts, it hosted a high-level site visit on Tuesday, April 22, introducing Genser Energy’s project team to strategic locations earmarked for the proposed development. The tour included the intended plant site, the Port of Buchanan, and the TRANSCO CLSG substation, all of which are critical to the planned expansion of Liberia’s power infrastructure.
The visit was led by Hon. Thomas Z. Gonkerwon, Acting Deputy Managing Director for Operations, on behalf of Acting Managing Director Hon. Mohammed M. Sherif and the Corporation’s Acting Management Team. LEC said the purpose of the tour was to provide Genser Energy with direct technical insight to guide the design and implementation of the power plant.
The 270MW facility, which will be fueled by natural gas, is positioned to become a game-changer in Liberia’s electricity generation landscape. Unlike traditional hydropower that fluctuates with seasonal rainfall, the Genser Energy plant will ensure a stable and continuous power supply throughout the year, helping to mitigate recurring load shedding and significantly bolster national energy security.
Initial generation from the project is expected to deliver 140 megawatts, with the full capacity to be scaled up to 270 megawatts. The power will be transmitted through the TRANSCO CLSG network and integrated into Liberia’s national grid, with major economic zones, including Monrovia, set to benefit from improved electricity reliability.
At the conclusion of the tour, Hon. Gonkerwon described the partnership with Genser Energy as “a transformational opportunity for Liberia’s energy sector,” highlighting its potential to boost industrial output and strengthen national grid performance.
Madam Frances Rogoz, Genser Energy’s Vice President for Project Development, praised LEC for its proactive role in the project and commended the Buchanan site as an ideal location due to its size and strategic positioning. She reaffirmed Genser Energy’s commitment to executing a technically robust and impactful project, expressing optimism for the path ahead.
Cllr. Isabel Diggs, LEC’s Corporate Secretary, assured Genser of the Corporation’s full collaboration in advancing the project. She underscored the importance of timely coordination with stakeholders, including the National Port Authority and TRANSCO CLSG, to facilitate a smooth implementation process.
Also welcoming the Genser delegation was Hon. Jonathan L. Kaipay, Managing Director of the Port of Buchanan, who declared the Port ready to support the energy development. He described electricity as vital to industrial advancement and noted that improved access to power would directly benefit port operations, particularly in enhancing cargo handling and overall efficiency.
