WASHINGTON, D.C., September 30, 2026 — Finance and Development Planning Minister Augustine Kpehe Ngafuan held high-level talks with senior officials of the Millennium Challenge Corporation (MCC) as Liberia moves forward with developing its proposed Second Compact.
The discussions, held Monday, September 28, at MCC headquarters in Washington, D.C., focused on progress in the compact development process and the next steps toward designing projects for possible MCC consideration and approval.
The meeting brought together MCC Acting Deputy Vice President for Africa Alicia Robinson-Morgan, Acting Managing Director for Africa Carrie Monahan, MCC Country Director for Liberia Kevin George, and Liberia Compact Development Team (LCDT) National Coordinator Alieu Fuad Nyei, among others.
During the meeting, Ngafuan reaffirmed the Liberian government’s support for accelerating development of the proposed compact.
He said significant progress has been made in moving the process into the Joint Design Phase, during which the LCDT and MCC are working together to develop and refine proposed projects.
Ngafuan also emphasized the government’s commitment to improving the policy and regulatory environment to attract greater private-sector participation in Liberia’s electricity sector, particularly in power generation and distribution.
He said the Boakai administration would provide the necessary support to advance the compact development process and meet the requirements for its consideration and approval.
Robinson-Morgan, meanwhile, commended the Liberian government for the pace of progress in developing the compact.
She expressed optimism that the Joint Design Phase could be completed by May 2027, potentially paving the way for the proposed compact to be considered by the MCC Board in September 2027.
Subject to the successful completion of the required processes and approvals, Robinson-Morgan also expressed hope that a Liberian delegation could return to Washington in December 2027 for the formal signing of the Second Compact.
She also commended the Liberia Compact Development Team, headed by Nyei, for its work in advancing the process.
Liberia’s proposed Second Compact is expected to focus on investments and reforms aimed at supporting economic growth, improving electricity access and reliability, encouraging private-sector investment and promoting inclusive development.
The government says it will continue working with MCC and other stakeholders to complete the compact development process and translate the proposed program into projects capable of delivering long-term development benefits.
