MONROVIA – The Liberia Medical and Dental Council (LMDC) has welcomed the indictment of Mr. Sam Worlobah by the Montserrado County Grand Jury for allegedly posing as a medical doctor and performing an unauthorized surgery that resulted in the death of Mr. Samuel P. Kollie.
According to the LMDC, the incident occurred at the unaccredited Lofa Medical Service Clinic in Paynesville, which the Council shut down on March 24, 2025. With assistance from the Ministry of Justice’s Department of Public Safety, Mr. Worlobah was turned over to the Liberia National Police for investigation.
The indictment charges Mr. Worlobah with murder in violation of Title 26, Chapter 14, Section 14.1 of Liberia’s Penal Code. It alleges that he “criminally, unlawfully, intentionally, purposely, and knowingly” performed a surgical procedure despite having no license or registration with the LMDC.
Investigation findings revealed that on March 18, 2025, Mr. Worlobah diagnosed Mr. Kollie with appendicitis and Hepatitis B, demanded payment for urgent surgery, and carried out the operation under substandard conditions. Mr. Kollie reportedly died the following morning while still under observation at the clinic.
This indictment follows earlier charges against Mr. Worlobah for manslaughter and impersonating a medical professional under Sections 14.2 and 12.35 of the New Penal Code of Liberia.
LMDC Public Relations Officer James-Emmanuel D. Cole, Jr. reaffirmed the Council’s commitment to protecting public health and ensuring that only qualified, licensed practitioners deliver medical services in Liberia. “This indictment sends a clear and powerful message: no one will be permitted to practice medicine in our country without proper credentials and oversight. The public deserves competent, lawful, and ethical medical care,” Cole said.
He further urged citizens to report suspicious medical activities to prevent similar tragedies. Cole added that the LMDC will continue collaborating with the Ministry of Justice to ensure full accountability in this case while upholding medical standards and patient safety across the country.
