The Kingdom of Morocco has announced an ambitious cooperation agenda with Liberia centered on water management, agricultural transformation, maritime cooperation, and cultural diplomacy, as preparations intensify for Morocco’s National Day celebrations later this month.
Speaking during an engagement with members of the Liberian media and stakeholders in Monrovia, Morocco’s Chargé d’Affaires accredited near Liberia, Mr. Lahoucine Rahmouni, outlined a multi-phase program designed to deepen bilateral relations while contributing to broader African development priorities.
According to Ambassador Rahmouni, the activities leading to the May 24 National Day celebration are intended to move beyond ceremonial diplomacy and focus on practical collaboration addressing some of Africa’s most pressing challenges.
“We have decided to organize this engagement in phases,” Rahmouni explained. “The first phase is to inform the public through the media, while the second phase will be a panel discussion focusing on one of Africa’s major priorities waters.”
Water Security at the Center of Cooperation
The planned panel discussion, scheduled ahead of the celebration, will examine water as a strategic asset for Africa’s future. The dialogue aligns with the African Union’s thematic focus on water governance, sustainability, and resource management.
Rahmouni emphasized that water security is directly linked to agriculture, food production, environmental sustainability, and economic stability.
“Water is life — not only human life but life in nature,” he said. “It is essential for irrigation, agriculture, and food security. If we address water management, we address insecurity itself.”
The Moroccan diplomat noted that Liberia’s abundant rainfall presents enormous agricultural potential, but stressed the need for improved water storage systems, dam construction, and modern irrigation techniques to ensure year-round productivity.
Drawing on Morocco’s decades of experience in dam construction and smart irrigation technologies, Rahmouni disclosed that Morocco is prepared to share technical expertise, training opportunities, and capacity-building programs with Liberia’s agricultural institutions.
The cooperation, he added, aligns with the development agenda of President Joseph Nyuma Boakai, which prioritizes agriculture as a key driver for food security, employment creation, and economic diversification.
Atlantic Initiative Opens New Economic Opportunities
Beyond agriculture, Morocco is also promoting Liberia’s participation in the Atlantic Initiative, a maritime cooperation framework launched by Morocco alongside 13 Atlantic Rim countries, including Liberia.
The initiative seeks to strengthen peace, stability, and integrated economic cooperation through enhanced maritime routes linking Africa with Europe, Asia, and the United States.
Rahmouni described the Atlantic maritime corridor as a “corridor for prosperity,” emphasizing the importance of developing ports, transportation networks, and regional trade infrastructure.
He warned that recent global disruptions affecting maritime passages have demonstrated the vulnerability of international supply chains, particularly regarding fuel and energy supplies.
“When maritime corridors are interrupted, the entire world feels the impact,” he said. “The Atlantic corridor offers African countries an opportunity to mitigate such risks while expanding economic exchange.”
Knowledge Exchange and Agricultural Support
As part of the cooperation agenda, Morocco plans to expand technical partnerships through training programs, learning visits, and institutional exchanges aimed at strengthening Liberia’s agricultural productivity.
Rahmouni highlighted Morocco’s longstanding support to African countries through fertilizer supply programs, irrigation development, and agro-ecological initiatives designed to boost crop yield and enhance export potential.
“We want to see Liberia develop into a strong agricultural country,” he noted. “Through partnerships, training, and shared expertise, agriculture can become a major engine of growth and wealth creation.”
He referenced previous bilateral engagements between the two nations and reaffirmed Morocco’s commitment to advancing South–South cooperation across Africa.
Culture and Entertainment Diplomacy
Complementing the policy dialogue and development discussions, Morocco’s National Day celebration on May 24 will feature cultural performances, music, and social interaction aimed at strengthening people-to-people relations.
Liberia’s newly appointed Entertainment Ambassador, Korte Dorbor Bazzie, welcomed the collaboration, describing the event as a milestone for Liberia’s creative industry.
Bazzie said the partnership demonstrates growing recognition of entertainers as contributors to diplomacy, cultural exchange, and national development.
“This is about unity and creating opportunities,” he said. “We want Liberian creators to experience Moroccan culture while also showcasing Liberia’s culture to the world.”
A Growing Diplomatic Partnership
Observers view Morocco’s expanding engagement in Liberia as part of a broader strategy to deepen African partnerships through development diplomacy, economic cooperation, and cultural exchange.
With discussions spanning water security, agriculture modernization, maritime connectivity, and cultural collaboration, Morocco’s upcoming National Day celebration is expected to serve not only as a festive occasion but also as a platform for advancing long-term cooperation between the two nations.
