Monrovia – The Government of Liberia has signed a major port modernization agreement with Tanger Med Engineering, a subsidiary of Morocco’s internationally recognized Tanger Med Port Authority, aimed at overhauling the Freeport of Monrovia and the Port of Buchanan.

The agreement, finalized in Tangier, marks a significant step in Liberia’s efforts to elevate its maritime infrastructure to international standards.
The deal is anchored on a comprehensive Master Plan developed through technical collaboration between Liberia’s National Port Authority (NPA) and Tanger Med Engineering.
The Master Plan outlines a phased redevelopment of Liberia’s major ports, including upgraded container terminals, cargo berths, warehousing zones, and digital port systems.
The plan also incorporates modern security systems, renewable energy use, and the expansion of port corridors to accommodate larger vessels and increased trade activity.
“This agreement is more than an infrastructure project—it is a national milestone,” said NPA Managing Director Sekou Hussein Dukuly during the signing ceremony. “It reflects our commitment to building a resilient, forward-looking port system that supports jobs, investment, and sustainable growth for Liberia.”
According to the NPA, the modernization initiative will enhance cargo handling capacity, reduce port dwell times, and digitize port operations—lowering costs for importers and exporters while attracting foreign investment.
The development is expected to boost Liberia’s regional competitiveness and establish the country as a key maritime gateway for landlocked nations such as Mali and Guinea, positioning Liberia alongside West African port leaders in Ghana, Nigeria, Senegal, and Côte d’Ivoire.
A high-level Liberian delegation participated in the signing, including Senator Momo T. Cyrus, Representative Austin B. Taylor, Representative Sekou Kanneh, NPA Executive Director for Governmental and International Affairs Sekou B. Korleh, and Infrastructure Consultant Miniru M. Nyei. Liberian Ambassador to Morocco Johnson J. Fayiah and Charge d’Affaires Emmanuel LARMEH also played key diplomatic roles in securing the agreement.
As implementation begins, the port upgrades are expected to drive economic growth, create jobs, and strengthen Liberia’s role in Africa’s growing trade and logistics sector.
