Liberia National Police Charges Former Afriland Bank Manager Rufus Togba In $165,000 Fraud Case

MONROVIA — The Liberia National Police (LNP) has formally charged G. Rufus Togba, former Branch Manager of Afriland First Bank, with multiple financial crimes, including theft of property, criminal conspiracy, criminal facilitation, and money laundering. The charges, filed under Case No. CSDFCID/O028/05/25, relate to alleged fraudulent activities that took place between November 22, 2022, and December 2024 at Afriland First Bank.

According to the official police charge sheet dated September 5, 2025, the complaint originated from Afriland First Bank. On November 22, 2024, the bank, represented by Chief Executive Officer Robert Nkous, reported to the Liberia National Police through Inspector General Gregory O. W. Coleman that Togba had committed bank fraud amounting to $165,000. The matter was referred to the Financial Crime Investigation Division (FCID) for further inquiry.

Further investigation by the FCID revealed additional irregularities involving Togba. On December 19, 2024, Afriland First Bank submitted supplementary information from affected clients, including Associate Builders & Contractors, GEOSKOPE Ltd., and MY Sportswear, suggesting that the alleged fraud was part of a wider scheme perpetrated by Togba during his tenure as branch manager.

Togba, a Liberian national from Montserrado County, was arrested on December 16, 2024, by Chief Inspector Michael C. Swen. The case alleges that Togba abused his managerial position to divert funds illegally, resulting in substantial financial losses to both the bank and its clients.

The FCID’s investigation highlights systemic weaknesses in internal controls at financial institutions and emphasizes the necessity of accountability in Liberia’s banking sector. The authorities have indicated that the case will proceed to court, where Togba is expected to face trial on the aforementioned charges.
