Liberia: Over ‘‘Illegal Dismissal’’ of EPS Officer Edward K. Dawolo, EPS Risks Court Action for Damages For Wrong In US$5 Million

MONROVIA – The International Group of Legal Advocates and Consultants Incorporated, formerly James and James and Associates (established 1982), has formally written the Director of the Executive Protection Service (EPS), Sam Gaye, on behalf of the legal interest of Edward K. Dawolo, its client, regarding his alleged illegal dismissal from the EPS.

In its letter dated Wednesday, July 29 and addressed to Mr. Gaye, a copy of which has been published by FrontPageAfrica, the International Group of Legal Advocates and Consultants Incorporated said Mr. Dawolo (its client) was employed with the Special Security Services (SSS), now Executive Protection Services (EPS), on August 4, 1997.

‘‘Our client has complained of you to us that, under your instructions, evidenced by a letter of dismissal, of which said dismissal letter, a copy was served on you, he (our said Client) was wrongfully dismissed. According to our client, without investigation, after 27 years of unbroken service to our cherished nation, under your stewardship, acquiescence, and directive, our client was dismissed, and by so doing has destroyed his career, put his life in danger, and violated his right to DUE PROCESS,’’ the International Group of Legal Advocates and Consultants Incorporated stated. 

According to the International Group of Legal Advocates and Consultants Incorporated, its client was dismissed on August 13, 2024, though his dismissal letter was backdated to August 4, 2024.

The allegations, as contained in the said dismissal letter, against its client included that: “The EPS has received credible information from multiple sources that you have engaged in negative activities or Conduct Unbecoming of the Chief of Intelligence of the EPS. Your Conduct poses serious threat to the President, EPS Personnel and the overall EPS operations.

The legal group said its client stated that Director Gaye ordered him to his office on August 11, 2024 or thereabout and in an illegal and enraged manner to him that: ‘‘Edward Dawolo, you are sharing information with enemies of the government and plotting to attack the president’s convoy.’’

However, the legal group noted that despite repeated requests, he was never investigated for these serious allegations.

‘‘We believe the action taken against our client was arbitrary, especially since, not only does the law in this jurisdiction demand, but best practice and good governance demand and require an investigation to clear or confirm the allegations,’’ the legal group asserted.  

The legal group encouraged Director Gaye to know that Due Process is a fundamental element of good governance, stressing that the Government of Liberia’s ARREST Agenda includes the Rule of Law as a key pillar.

‘‘It’s shocking that the EPS Administration has disregarded every established laws, labeled our client with serious crimes and dismissed our client without investigation, thus, abusing his human and constitutional rights to live by his employment and denying our client due process and as is dictated and provided for by the laws of Liberia to include 1986 but not limited to the Constitution of Liberia, at Chapter III, captioned: Fundamental Rights, Article 11(a)(b); Article 18 which controls on the right to live and work and make earnings; as well as Article 20 (a) which controls on Due Process,’’ the legal group intimated.  

The legal group pointed out that on September 4, 2024, its client served communication on the offices of Cllr. N. Oswald Tweh and Cllr. T. Dempster Brown. That also on September 27, 2024, and December 2, 2024 respectively, its client served written complaint on  Patrick B. Mulbah, Head, Human Resources Section EPS, challenging the unlawful and illegal dismissal and treatment, and served copies on the below listed offices, but not one of the said below listed offices and personnel acknowledged the situation by intervening or addressing the complaint against the EPS boss.

The said offices are those of Sam Gaye, Director, Executive Protection Services.

Atty. Samuel Koffi Woods, Advisor to the President on National Security, Representative Musa Hassan Bility, then Chairman, House Committee on Defense, Security and      Veteran Affairs, Senator Momo Cyrus, Chairman, Committee of Defense, Intelligence and Veteran Affairs,  

 Cllr. T. Dempster Brown, Chairperson, Independent National Commission on Human Rights, Cllr. N. Oswald Tweh, Minister, Ministry of Justice and Cllr. Findley Y. Karngar, then Chairperson, Office of the Ombudsman.

‘‘Not giving up his quest for redress, our client again wrote a complaint to the Ombudsman, through its former Chairperson, Cllr. Finley Y. Karngar on March 2, 2026. According to our client, the Ombudsman acknowledged receipt of his complaint through email, but could do nothing to intervene, allegedly, due to Mr.

Gaye’s response that the EPS is not answerable to the Ombudsman,” the legal group continued.

In consideration of all of the above-mentioned, the legal group demands that the Letter of Dismissal, which grew out of an illegal procedure, be retracted/withdrawn, set aside and cancelled.

That its client receives all of his salaries and benefits from the date of the ‘‘illegal dismal’’ and that an impartial investigation will be conducted to reinstate its client’s clear Non—Criminal Records against future hindrance(s) and that it encourages Mr. Gaye offices to commence these Demands within four days as of the date of Mr. Gaye’s receipt of this communication or risk Court Action to include: Petition for Declaratory Judgment and Damaged for Wrong in the amount of at least Five Million (US$5, 000,000.00) United States Dollars.
