Liberia Sends Diplomatic Delegation To Guinea Over Police Abuse Allegations

MONROVIA – The Government of Liberia has dispatched a two-member diplomatic delegation to the Republic of Guinea following the circulation of a video showing a woman of Fulani ethnicity allegedly assaulted by officers of the Liberia National Police (LNP). The incident, which reportedly stemmed from a legal dispute related to power theft, has sparked public outrage and stirred regional concern.

Leading the Liberian delegation was Ambassador-at-Large Sheikh Al-Moustapha Kouyate, accompanied by Liberia’s Ambassador to Guinea, H.E. Forkpa Gizzie. The diplomats have since returned from Conakry after what officials described as a successful mission aimed at mending tensions and reaffirming the bonds between the two neighboring countries.

While in Conakry, the Liberian delegation met with Guinea’s Minister of Foreign Affairs, Dr. Morissanda Kouyaté. During the meeting, the Liberian government conveyed its deepest regret over the incident and formally delivered a message of concern from President Joseph Nyuma Boakai. The delegation informed the Guinean government that the incident is being treated as an isolated case, and assured them that President Boakai has ordered an independent investigation to ensure full accountability and transparency.

According to diplomatic sources, the Liberian government emphasized its firm commitment to the rule of law, respect for human rights, and the protection of all foreign nationals within its territory. Ambassadors Kouyate and Gizzie stressed that Liberia remains dedicated to the preservation of its historic relationship with Guinea and its broader obligations to regional cooperation and solidarity.

In response, Guinea’s Foreign Minister, Dr. Kouyaté, voiced his government’s concern over the alleged abuse and welcomed Liberia’s prompt diplomatic outreach. He underscored the importance of accountability and urged the Liberian authorities to share the findings of the investigation in a timely and transparent manner.

The two foreign ministers also held a follow-up conversation on July 24, 2025, during which both governments reaffirmed their mutual commitment to strong bilateral ties. They agreed to closely monitor the investigation and base any further actions on its official conclusions.

The Liberian government reiterated its stance that justice will be pursued and that it will continue to uphold the principles of human dignity and respect for all individuals, regardless of nationality. It also reassured the Guinean people and government that Liberia is fully committed to peace, stability, and the deepening of cross-border relations built on trust and mutual respect.
