MONROVIA – Liberia’s Maritime Commissioner and Chief Executive Officer of the Liberia Maritime Authority (LMA), Cllr. Neto Zarzar Lighe, Sr., is leading a high-level Liberian delegation to the 138th Session of the Council of the International Maritime Organization (IMO), being held in London, United Kingdom, from November 2–6, 2026.

The five-day session is expected to address critical issues affecting the global maritime industry, including maritime security, the protection of vital international shipping lanes, the safety and welfare of seafarers, freedom of navigation, and enhanced cooperation among IMO member states.

Commissioner Lighe is expected to present Liberia’s positions on these issues, reaffirming the country’s commitment to promoting safe, secure, sustainable, and efficient international shipping.

In a statement issued Sunday evening by Liberia’s Permanent Mission to the IMO, Commissioner Lighe emphasized that protecting international shipping lanes and ensuring the safety and security of seafarers remain key national priorities.

He specifically referenced reported unprovoked attacks involving Liberian-flagged vessels in and around the Strait of Hormuz and the Black Sea, underscoring the need for stronger international action to protect commercial shipping and maritime personnel.

“The safety and protection of seafarers and the security of international shipping lanes are matters of critical national importance to Liberia. As a leading maritime nation, Liberia will continue to champion these principles and advocate for stronger international cooperation to safeguard global shipping,” Commissioner Lighe stated.

Liberia holds a Category A seat on the IMO Council and operates the world’s largest shipping registry by gross tonnage, positioning the country as a significant player in shaping international maritime policies and advancing global maritime governance.

The country’s participation in the 138th Council session provides an opportunity to advance its maritime interests while contributing to international efforts to strengthen maritime security, protect seafarers, and ensure the uninterrupted flow of global commerce.
