LRA Launches Nationwide Tour to Advance Institutional Reform

MONROVIA, July 30, 2026 — The Liberia Revenue Authority (LRA) has launched a nationwide Change Readiness Tour to engage employees across the country and assess their preparedness for the Authority’s ongoing institutional transformation agenda.

The tour, which began this week with an interactive session at the LRA Headquarters in Paynesville, will extend to Tax Business Offices and Customs Business Offices across all 15 counties, covering more than 25 locations before the Authority finalizes its Enterprise Change Management Strategy.

The initiative, launched with the support of Commissioner General James Dorbor Jallah, is being led by Benedict Tokpa Danuweli, Manager of the Enterprise Change Management Unit within the LRA’s Transformation and Modernization Division.

The nationwide engagement follows the implementation of more than 21 reform initiatives across domestic tax administration, customs operations, and corporate services. These include the rollout of the Liberia Integrated Tax Administration System (LITAS), upgrades to ASYCUDA World, the implementation of Value Added Tax (VAT), and the introduction of electronic invoicing (e-Invoicing), all aimed at improving efficiency, transparency, and service delivery.

According to the LRA, the tour was informed by findings from its first Change Readiness Assessment conducted in April 2026. The assessment recorded an overall organizational readiness score of 69 percent and leadership support of 84 percent but identified the need for stronger employee engagement and greater preparedness, particularly in field offices where much of the Authority’s operational work is carried out.

The Change Readiness Tour is intended to place employees at the center of the LRA’s transformation efforts by familiarizing them with the modernization agenda while providing a platform to share concerns, ideas, and recommendations.

As part of the initiative, employees will also nominate Change Champions to serve as focal persons for communication, staff engagement, and the implementation of organizational change within their respective offices.

Speaking at the launch, Danuweli stressed that successful institutional reform depends not only on technology but also on the people responsible for implementing it.
