Maritime Chief Lighe Vows to Secure Liberia’s Full IALA Membership | News

—Congratulates SG Zachariae on reelection as the new IGO

Liberia’s Maritime Authority Commissioner and CEO, Cllr. Neto Zarzar Lighe, has extended congratulations to Francis Zachariae on his reelection as Secretary-General of the International Organization for Marine Aids to Navigation (IALA) and reaffirmed Liberia’s commitment to strengthening its relationship with the global maritime body.

Zachariae was reelected on Friday, February 20, alongside 23 Council Members for the newly established Intergovernmental Organization (IGO). Representing Liberia—home to the world’s largest open ship registry—Cllr. Lighe expressed appreciation to the Singapore Maritime and Port Authority for hosting a dinner in honor of attending delegates.

During his engagement with Secretary-General Zachariae, Cllr. Lighe raised concerns about Liberia’s current Associate Member status at IALA and inquired about the steps necessary to attain full membership. Zachariae explained that Liberia must ratify an instrument through its National Legislature or Parliament to gain full membership status.

He further encouraged Liberia to increase participation in IALA’s committee meetings and workshops, noting that active engagement would bolster the country’s standing within the organization.

Cllr. Lighe, fully aware of the legislative process required, vowed to lobby with the National Legislature to secure the necessary ratification. “We are going to lobby with the National Legislature to ensure the country’s quest for IALA full membership is ratified,” he assured. Once approved, the instrument will be deposited at the French consulate or embassy near Monrovia.

In a bid to enhance Liberia’s domestic maritime programs, Cllr. Lighe also requested an IALA assessment mission to Liberia, given that the last such mission took place in 2016. He emphasized that a fresh assessment would help align Liberia’s maritime infrastructure with international best practices.

Looking ahead, IALA’s next General Assembly is set to take place in India in mid-2027, at which time Liberia is expected to be recognized as a full member, provided it meets the necessary requirements.

Liberia’s push for full IALA membership underscores its strategic commitment to strengthening its maritime sector, ensuring compliance with global navigation safety standards, and securing a stronger voice in international maritime affairs.
