NLA Conducts Major Inspection of Blue Star High Tech Lotto Operations | News

The National Lottery Authority (NLA) has announced the completion of a comprehensive inspection exercise at the Blue Star High Tech Liberia Limited 5/90 Ball Lotto Games facility and draw room, aimed at ensuring transparency, fairness, and adherence to operational standards in Liberia’s lottery sector.

The inspection, conducted on Wednesday, August 20, 2025, was led by the NLA’s Director General, Peter L. Solo, along with Richlue O. Burphy, Deputy Director General for Lotto Games, and Ennish L. Fahnbulleh, Deputy Director General for Administration.

According to the NLA, the assessment sought to thoroughly evaluate the operational framework of Blue Star High Tech Lotto Games. This included the physical and operational integrity of the draw room and lottery facilities, the procedures governing the draw process to guarantee fairness and randomness, the security and management of tickets from issuance to validation, the recruitment, training, and deployment of Point-of-Sale (POS) agents and mobilizers, as well as the rollout of public awareness campaigns on lotto operations and responsible gaming.

Blue Star High Tech Liberia Limited, headquartered on 18th Street, Sinkor, with its draw room housed within the Liberia Broadcasting System (LBS) compound, was contracted by the Government of Liberia through the NLA to manage and operate the 5/90 ball lotto games.

Speaking during the exercise, Hon. Peter L. Solo reaffirmed the NLA’s unwavering commitment to upholding transparency in the sector.

“The National Lottery Authority remains dedicated to ensuring that all lottery operators in Liberia operate responsibly, fairly, and in line with international best practices,” Hon. Solo stated. “We are determined to maintain a transparent and trustworthy lottery environment that benefits the Liberian people.”

He further disclosed that ahead of the first official draw, scheduled for early September 2025, the NLA through its Lotto Department will roll out a robust nationwide outreach program. The initiative, he said, will focus on educating the public about the lotto games, disseminating responsible gaming messages, and recruiting mobilizers across all operational districts and counties.

On his part, Mr. Clement Adu Sarpong, Chief Executive Officer of Blue Star High Tech Liberia Limited, described the project as a major economic and social boost for Liberia.

“This initiative will not only create much-needed jobs but will also contribute significantly to national revenue generation and capacity development,” Mr. Sarpong emphasized.

The NLA assured stakeholders and the public that it will continue to maintain strict oversight to guarantee that the lottery sector in Liberia remains transparent, accountable, and beneficial to the nation.
