President Boakai Receives Briefing on MCC Compact Development Talks, Focusing on Electricity and Mining Reforms

Monrovia — President Joseph Nyuma Boakai Sr. has received a comprehensive briefing on the progress of Liberia’s engagement with the United States Millennium Challenge Corporation (MCC). The update, which highlighted electricity infrastructure and mining sector reforms as critical pillars for the country’s economic growth, was presented by MCC Country Director Kevin George and National Coordinator for the Liberia Compact Development Team (CDT) Alieu F. Nyei.

Presenting the progress report, National Coordinator Nyei disclosed that the engagement has received strong support from the Ministry of Finance and Development Planning alongside key sector institutions as Liberia works to advance the proposed compact.

He informed President Boakai that the process is entering a critical phase dedicated to project identification and design within the two priority areas to spur economic expansion. Mr. Nyei noted that the focus on electricity aligns with the MCC’s objective to target high-impact sectors capable of unlocking Liberia’s economic potential.

On energy infrastructure, the Compact Development Team leaders informed the President that the proposed compact will prioritize strategic investments in power transmission networks, including the expansion, rehabilitation, and construction of transmission lines. The initiative will also support governance reforms within the electricity sector to encourage private-sector investment in power generation and improve distribution efficiency.

Regarding the mining sector, the report emphasized the need for legal and regulatory reforms to strengthen the government’s capacity to negotiate mining concessions and safeguard national interests. Mr. Nyei highlighted significant gaps in the current legal framework, which was enacted nearly two decades ago in 2007.

“We want to be able to finalize the development of a new legal framework for the country, backed by accurate geological data, so that when we negotiate new contracts, we are not shortchanging Liberia,” Mr. Nyei stated.

In response, President Boakai reaffirmed his administration’s commitment to accelerating the process and collaborating closely with the MCC to develop projects aligned with Liberia’s core national priorities. During the discussion, officials emphasized the necessity of technical assistance to boost state capacity in evaluating reform proposals and negotiating contracts that deliver maximum benefits to Liberians.

As part of the next steps, an electricity options and readiness study is underway to evaluate potential reform pathways and determine implementation requirements. The study is scheduled to deliver actionable recommendations by January 2027, providing the Government of Liberia a solid foundation to determine its preferred energy policy approach in partnership with the MCC.

The Compact Development Team highlighted that the MCC model relies on host-country ownership rather than top-down solutions. Under this collaborative framework, Liberia defines its development challenges, while the MCC provides support to design and implement tailored solutions. The team added that the speed of implementation will depend on sustained coordination between both sides as the government seeks to advance the process efficiently.

Concluding the briefing, President Boakai commended the team for its work and expressed confidence in the objectives set for the proposed compact, emphasizing its role in addressing persistent power constraints and modernizing the institutional framework governing Liberia’s mining sector.
