Over ‘Overreach Of Executive Authority By Internal Affairs Minister
Montserrado County District #7 Representative Emmanuel Dahn has raised serious constitutional concerns over what he describes as a possible overreach of executive authority by the Minister of Internal Affairs, Francies Sakila Nyumalin, Sr.
According to a communication sent to the leadership of the House of Representatives, Rep. Dahn is calling for the Minister to appear before the body to provide clarification on a reported directive affecting the operations of the National Identification Registry (NIR).
The directive in question allegedly reassigned Mr. Alphonso Belleh, who was recently nominated by President Joseph Nyuma Boakai as Deputy Director General for Administration at the NIR, to a different position — Manager for Research, Policy, and Development Planning — without any formal revocation of his nomination by the President.
Rep. Dahn, citing Article 56(a) of the 1986 Constitution of Liberia, emphasized that only the President holds the exclusive authority to appoint or reassign individuals to such public offices.
“In the spirit of transparency and constitutional governance, it is prudent that the Minister of Internal Affairs appear before this august body to clarify the basis for his actions,” Rep. Dahn stated. “This will not only address public concern but also reaffirm the constitutional balance of powers regarding executive appointments.”
The lawmaker’s statement has drawn public attention as it underscores growing concerns about the checks and balances within the country’s governance structure.
As of now, the House of Representatives has not confirmed a specific date for Minister Nyumalin’s appearance. However, many political observers believe the outcome of this matter could set a critical precedent for the interpretation of executive powers in Liberia.
