SECTION I: INVITATION FOR BIDS
The Liberia Airport Authority (LAA), pursuant to the Public Procurement and Concessions Act (PPCA) of 2010 (as amended), invites eligible international firms, consortia, or joint ventures to submit sealed bids for a Public-Private Partnership (PPP) investment under a Build-Operate-Transfer (BOT) arrangement for the development, rehabilitation, and management of:
- James Spriggs Payne Airport (JSPA), Monrovia
- Harper Airport, Maryland County
- Greenville Airport, Sinoe County
- Zwedru Airport, Grand Gedeh County
- Voinjama Airport (Tenebu Field), Lofa County
SECTION II: PROJECT BACKGROUND
This ICB aims to attract private sector financing and expertise for the rehabilitation, development, and management of airport infrastructure and operations, and to facilitate the launch of domestic and regional airline services by the selected bidder. The project shall be executed under a Build-Operate-Transfer (BOT) structure for a period of ten (10) years.
The airline launch will be implemented at no direct cost to the investment capital, and the revenues generated by the airport from the domestic and regional airline operations and other source of income will be applied to offset the total capital investment over the BOT period.
SECTION III: SCOPE OF WORK
The selected bidder shall finance, design, rehabilitate, construct, equip, and manage the following components:

B. Harper, Greenville, Zwedru, and Voinjama Airports:
SECTION IV: PROCUREMENT STRUCTURE
- The contract shall be structured as a Public-Private Partnership (PPP) Investment Agreement under a Build-Operate-Transfer (BOT) model, valid for 10 years.
- The selected bidder will bear the full cost of the infrastructure investment upfront.
- The launch of domestic and regional airline operations by the bidder is mandatory.
- At the end of the contract term, all upgraded facilities and operational responsibilities shall revert to the Government of Liberia through the Liberia Airport Authority.
- The Bidding Documents may be obtained by interested and eligible bidders upon payment of a non-refundable fee of One Thousand United States Dollars (US$ 1,000.00). Payment shall be made by cashier’s check or direct bank deposit to the designated account of the Liberia Airport Authority. Upon presentation of proof of payment, the Bidding Documents may be collected in person at the Office of the Procurement Unit, Liberia Airport Authority, James Spriggs Payne Airport, Sinkor, Monrovia, Liberia, during normal working hours (Monday to Friday, 9:00 a.m. to 4:00 p.m. local time).

- Technical Proposal (project plan, methodology, timeline)
- Financial Proposal (investment structure, expected return, BOT terms)
- Proof of legal incorporation and registration
- Experience and references
- Draft investment and PPP framework (optional but encouraged)
