Sanction Awaits Poor- Performing Entities…As Boakai Sounds Caveat

The Director General of the Cabinet, Nathaniel T. Kwabo, has stated that President Joseph N. Boakai will sanction all government ministries and agencies that have underperformed or are underperforming from 2024.

Director General Kwabo made the disclosure Monday, April 14, 2025, during a high-level engagement of heads of institutions on the 2025 performance target-setting process at Bella Casa Hotel in Sinkor. According to him, the President’s aim is for those appointed to perform, deliver services, and be result-oriented for the benefit of the Liberian people.

The Director General of the Cabinet explained that the President is definite towards ensuring proper service delivery to citizens.   “Sanctioning underperforming ministries and agencies is not a witch-hunt; it is meant for the government to succeed, but ministries and agencies will be required to do certain things,” he narrated.

Naming some of the requirements, Director Kwabo mentioned performance, stating that “if you set a target for yourself for a year or a period, the President will expect you to achieve those targets.”

“For those who would perform based on the target that will be set, President Boakai will recognize them and there will also be rewards, which will be determined by the president.  However, the Director General of the Cabinet stated that those who fail to perform will face scrutiny or be sanctioned by President Boakai.

The meeting, among several things, focused on scrutinizing the formulation of the 2025 Performance Target Setting Process in line with the ARREST Agenda for Inclusive Development.

According to Kwabo, through the PTSP, the government aims to foster coordination and collaboration with all ministries and agencies in accelerating national growth and development.

He said the Performance Target Setting Process will help heads of ministries, agencies, and commissions set specific targets that are essential for ensuring compliance with the PMCS and other framework documents.

Given the overview of the 2025 PTSP and key targets, Kwabo explained that the target-setting process follows three main phases, Strategic Alignment (April 4-11), Target Development (April 14-25) and Approval and Contracting (April 28 – May 9).

Speaking about the Review of Institutional Mandates and ARREST Agenda Alignment, the Director of the Cabinet stated that the Cabinet Secretariat, in collaboration with MFDP, has conducted an extensive review of institutional mandates and alignment with the AAID. He said thirteen institutions with no interventions under the AAID have been identified.

Those institutions have been provided with guidelines and tools for identifying Relevant Pillars and Strategic Policy Areas and developing Sector-Aligned, Institution-Specific Interventions to enhance their alignment and contribution to the achievement of the national development goals.
