Accordingly, a panel of experts from participating countries will deliberate on the common challenges and derive a framework document to be adopted and signed by heads of relevant public service institutions of the countries involved.

Giving an overview of the Conference, the Director General of the CSA, Honorable Dr. Josiah F. Joekai disclosed that the Conference is in two phases to include improving the performance of health workers and to foster collaboration and derive and adopt a framework that would mitigate their common challenges.

Dr. Joekai further stated four reasons that culminated to the regional conference, and firstly named firstly interconnected challenges of problems common to the participating countries, including limited resources and inefficiencies in governance amongst others, while he also mentioned the need for a platform for collaboration in dealing with these common challenges,.

The CSA boss further mentioned the third reason as to strengthen public sector performance and enhance institutional efficiency, effectiveness, transparency and accountability as well as ensuring ethical standards and e-governance, and added that the fourth reason is innovative solutions and best practices for actionable reforms.

Heads of public service institutions in attendance, Dr. Joekai noted, will review and validate the framework to be derived, which he referred to as the “Monrovia Declaration” at the end of the Conference which will also be addressed on March 6, 2025 by President Joseph N. Boakai.

The Keynote speaker, Health Minister Dr. Louise M. Kpoto affirmed that the conference is in recognition of the common Challenges and opportunities of the participating countries.
