MONROVIA – The ruling Unity Party Youth Congress has strongly condemned what it described as an illegal and politically motivated action by Internal Affairs Minister Francis Sakila Nyumalin to downgrade the appointment of Cde. F. Alphonso Belleh at the National Identification Registry (NIR).
In a statement issued Friday, August 29, 2025, and signed by the National Secretariat, the Youth Congress said the decision to reassign Belleh from his post as Deputy for Administration, a position conferred upon him by executive authority since February 20, 2024, to Manager for Research, Policy and Development Planning, is unconstitutional and undermines the authority of the President.
“Let it be clear: only the President of the Republic of Liberia is constitutionally empowered to make appointments at this level of government. The Minister’s reckless overreach is an insult not only to the Office of the President but to the rule of law, constitutional order, and every Liberian who believes in merit-based public service,” the statement declared.
The group described Belleh, a former Secretary General of the Unity Party Youth Congress, as a committed public servant whose appointment was based on merit and not political manipulation. The statement questioned the authority of the Minister, asking, “By what authority does the Minister override the President? Who appointed him the judge of presidential decisions? Is this a government or a political auction house?”
Calling the action “provocative” and “a slap in the face of every young professional,” the Youth Congress vowed not to remain silent if the reassignment is not reversed. “The Minister of Internal Affairs and his so-called Board of Registrars must immediately reverse this unconstitutional reassignment and restore Cde. Belleh to his rightful position as appointed by the President or face organized and relentless resistance,” the group warned.
The statement further accused Minister Nyumalin of being driven by political greed and corruption. “This is not just a personnel issue; it is a power grab rooted in greed, impunity, and disrespect for the laws of this Republic,” it noted.
The Youth Congress called on President Joseph Nyuma Boakai to intervene and uphold the sanctity of his own appointments, warning against what it described as “creeping insubordination” within the Executive.
“The Unity Party Youth Congress remains unwavering in our defense of integrity, fairness, and justice. We did not fight to replace dictatorship with daylight administrative thuggery. We stand with Cde. Belleh and we will not retreat,” the statement concluded.
