Viral Video Triggers Investigation: Liberia Police Sanction Officer, Charge Two In Monrovia Power Theft Case

MONROVIA – The Liberia National Police has concluded its investigation into the July 22, 2025, incident involving Madam Zainab Bah and Mr. Ibrahim Jalloh in the Newport Street Community, Central Monrovia. The incident, which occurred during a lawful power theft inspection by the Liberia Electricity Corporation (LEC), drew significant public attention after a viral video surfaced showing a physical encounter between officers and Madam Bah.

Addressing the media at the Liberia National Police headquarters on Capitol Hill, LNP spokesperson Cecelia G. Clarke outlined the investigative findings and corresponding legal and administrative actions, emphasizing the agency’s commitment to transparency and professional policing.

According to the LNP’s Professional Standards Department, Madam Bah’s arrest was lawful. Investigators concluded that she was non-compliant and displayed aggression toward the officers, including throwing a bench and splashing hot soup, both considered criminal acts. However, the police acknowledged that while initial use of restraint was justified, Madam Bah later exhibited only passive resistance. At that point, officers were expected to de-escalate. Instead, Officer Alice M. Tokpah used excessive force by removing a child from Madam Bah in a manner deemed inappropriate and unsafe.

The report also noted that Officer Tokpah unnecessarily removed Madam Bah’s head covering (hijab), an action found to be unjustified. Additionally, the LNP criticized both its officers and LEC personnel for failing to address the language barrier during the encounter, as no effort was made to communicate through Madam Bah’s husband or seek a translator, an omission that may have contributed to the escalation.

As a result, Officer Alice Tokpah has been suspended for one month without pay for unsatisfactory conduct and performance. Officer Prince W. Chebo, who was also present, has been fully exonerated, with his actions deemed lawful.

On the legal front, Madam Zainab Bah has been formally charged with Simple Assault, Preventing Arrest or Discharge of Official Duties under Chapter 12, Section 12.2 of the Penal Law, and Disorderly Conduct under Chapter 14, Section 14.21. She did not report any physical injuries, nor did her legal representatives.

Mr. Ibrahim Jalloh faces charges for Power Theft in violation of Chapter 15, Section 15.81 and the amended Section 15.88, Paragraph 5C of the Penal Law of Liberia. He is accused of tampering with LEC meters and bypassing billing systems to evade payment. Both cases are now pending before courts of competent jurisdiction.

The Liberia National Police thanked the public for its patience during the investigation and reaffirmed its dedication to upholding the law, protecting citizens’ rights, and fostering public trust through responsible and accountable policing.
