⁠Liberia: House Passes Bill For Establishment Of Gbarzon Vocational and Technical Institute

Capitol Building, Monrovia, July 16, 2026 – The House of Representatives on its final day of sitting of the second quarter of the third session overwhelmingly passed on a Bill for the establishment of the Gbarzon Vocational and Technical Institute (GVTI) in Grand Gedeh County.

The proposed legislation, sponsored by Grand Gedeh County Electoral District #3 Representative Jacob C. Debee, is seen as a significant step toward expanding access to technical and vocational education in southeastern Liberia.

It was approved by Plenary following the presentation and adoption of a report by the House Committee on Education and Public Administration. The bill has now been forwarded to the Liberian Senate for concurrence in line with the country’s legislative process. If done, it will then be sent to the President to be signed into handbill, thus, giving final approval for the establishment.

In its report, the Committee stressed that the establishment of the institute would play a critical role in strengthening technical and vocational education in Grand Gedeh County and the wider southeastern region. Lawmakers were informed that the institution would provide practical, industry-relevant training to young Liberians while helping address the growing demand for a skilled workforce.

According to the Committee, Grand Gedeh County continues to experience limited access to public technical and vocational education despite its increasing population and enormous economic potential in sectors such as agriculture, construction, mining, forestry, and small business development.

The Committee noted that the absence of a public vocational institution in the county has left many young people without opportunities to acquire employable skills, forcing some to travel to other parts of the country or forgo technical education altogether.

Members of the House were told that the proposed institute would help bridge this gap by offering specialized training in a wide range of disciplines, including agriculture, electrical installation, plumbing, welding, auto mechanics, information technology, carpentry, masonry, tailoring, entrepreneurship, and renewable energy technology.

Lawmakers were further informed that graduates of the institution would be equipped with practical and marketable skills capable of improving their employment prospects, encouraging self-employment, and contributing to local economic growth.

The Committee also observed that while the institute will be located in Gbarzon District, its services will extend beyond Grand Gedeh County. It is expected to provide educational opportunities for students from neighboring districts and counties throughout southeastern Liberia, thereby strengthening regional access to quality technical and vocational education.

The report further stated that establishing the institute aligns with Liberia’s broader national development agenda, which places increasing emphasis on technical and vocational education as a means of reducing youth unemployment, promoting entrepreneurship, and developing the skilled workforce needed to drive economic growth.

Following deliberations, Plenary unanimously adopted the Committee’s recommendations and endorsed the bill, ordering that it be transmitted to the Liberian Senate for concurrence.

Should the Senate concur with the legislation and the President subsequently sign it into law, the Gbarzon Vocational and Technical Institute will become a public technical and vocational institution dedicated to workforce development, skills training, innovation, and entrepreneurship education.

Representative Debee has consistently maintained that the establishment of the institute is aimed at creating greater educational opportunities for young people in Grand Gedeh and surrounding communities.

‘I believe that the institution will empower thousands of Liberian youths with practical skills, enhance their employability, promote self-reliance, and contribute meaningfully to the country’s human capital development and economic transformation,’ said the Grand Gedeh County District 3 Representative.

The bill represents another effort by the Legislature to expand technical and vocational education across Liberia as the country seeks to equip its growing youth population with the skills required to meet the demands of a modern and competitive economy.
