China has reiterated its commitment to strengthening media training, professional exchanges, and institutional cooperation with Liberia, emphasizing the importance of developing media professionals and promoting mutual understanding between the two countries.

Chang Jin, Second-Level Counselor in the Department of International Cooperation at China’s National Radio and Television Administration (NRTA), made the statement on Wednesday, October 14, 2026, while delivering the opening address at the Seminar on Enhancing Media Communication Capacity for Liberia in Beijing, China.

The seminar, sponsored by China’s Ministry of Commerce and organized by Radio and Television International (RTI) under NRTA, brought together Liberian media professionals for training, knowledge-sharing, and discussions on opportunities to strengthen cooperation between the two countries.

Welcoming the Liberian delegation, Chang expressed pleasure at receiving the participants and encouraged them to take advantage of the seminar to expand their professional knowledge, exchange experiences, and establish lasting relationships with their Chinese counterparts.

He also recalled his personal experience at the same training institute in October 2009, when he participated in a three-month training program. According to Chang, the experience remained memorable because a song composed by his class later became the institute’s anthem, including an English version.

Describing the visiting Liberian journalists as fellow alumni, he expressed hope that the training would contribute to stronger professional ties and sustained cooperation between media institutions in Liberia and China.

Chang highlighted the importance of media development in an increasingly interconnected world, noting that journalists and media organizations have a significant responsibility to promote understanding, support peaceful relations, and contribute to sustainable development through the responsible exchange of information.

“In today’s world, the media have a very important role to play in promoting mutual understanding, maintaining peace and advancing common development,” he stated.

He reaffirmed that NRTA’s approach to international cooperation is based on equality, cooperation, mutual benefit, and shared progress, adding that China remains interested in expanding opportunities for professional engagement with Liberia.

Chang also highlighted existing cooperation between the two countries, particularly in media development, technical support, and capacity-building initiatives.

He recalled that the Chinese government assisted in repairing the Liberia Broadcasting System’s radio station in 2008 and noted the cooperation agreement between China Central Television and Liberia’s national broadcasting organization.

According to Chang, approximately 40 Liberians participated in training programs in China between 2014 and October 2026, benefiting from opportunities to acquire new skills and exchange professional experiences.

He also referenced the participation of Liberia’s Deputy Minister of Information, Cultural Affairs and Tourism in the Seventh Forum on China-Africa Media Cooperation in October 2026, describing such engagements as important avenues for strengthening relations between African and Chinese media institutions.

The NRTA official expressed hope that the ongoing seminar would build on these initiatives by encouraging further exchanges, improving professional capacity, and identifying practical areas for future collaboration.

He further discussed China’s development priorities under the 15th Five-Year Plan, following the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China in October 2025.

Chang said the plan emphasizes high-quality economic development, technological self-reliance, further reforms, improved living standards, environmental protection, and national security.

He cited China’s economic expansion, noting that its gross domestic product increased from approximately RMB 54 trillion in 2012 to RMB 114 trillion in 2021. He also highlighted the country’s progress in manufacturing, agriculture, scientific research, and technological innovation.

Addressing emerging technologies, particularly artificial intelligence, Chang outlined China’s emphasis on openness and cooperation, safety, inclusiveness and mutual learning, as well as solidarity and global governance. He stressed the importance of responsible technological development and international collaboration to ensure that innovation contributes to sustainable development.

Chang also discussed China’s vision of building a community with a shared future for humanity, emphasizing cooperation and stronger international relationships as essential to addressing common challenges.

He concluded by expressing appreciation to China’s Ministry of Commerce for sponsoring the seminar and to the RTI organizing team, led by Deputy Dean Chen, for coordinating the program.

Chang wished the Liberian participants a successful training experience and encouraged them to apply the knowledge gained to their work, strengthen professional relationships, and contribute to closer media cooperation between Liberia and China.
