Liberia: Paynesville City Corporation Unveils ‘Historic’ Five-Year Strategic Plan

As the PCC embarks on implementing this ambitious plan, Mayor Bestman urged citizens and partners to support the city’s growth and development.

PAYNESVILLE – The Paynesville City Corporation (PCC) has launched its first-ever five-year strategic plan, setting a significant milestone for Liberia’s most populous municipality. The plan, spanning 2024–2029, was officially unveiled Thursday during a meeting where Mrs. Hawa Dee Sheriff-Dunbar, Director of Human Resources, read the speech on behalf of Mayor Robert Bestman. 

The strategic plan aims to transform the PCC into a model institution delivering exceptional city services, fostering inclusive community partnerships, and ensuring trusted governance for all residents, workers, and visitors. Mayor Bestman, through his speech, emphasized the need for a long-term vision to address the city’s challenges and enhance its governance structure. 

“For the first time in our city’s history since PCC’s establishment in 1865, we now have a strategic direction,” the speech read. “This plan outlines our commitment to sustainable urban planning, zoning, infrastructure development, capacity building, sanitation, recreation, and empowering women and youth.” 

Mayor Bestman revealed that the plan was developed in collaboration with the PCC Strategic Plan Committee (SPC) and Certified Global Consultants, a Liberian-owned firm. Until now, PCC had operated without a long-term plan, relying solely on short-term budgets and event-specific management. 

“This is a transformative step for Paynesville,” the speech noted. “Institutions globally are setting long-term goals to meet infrastructure and human capacity targets. PCC must align with this trend to ensure effective resource allocation and preparedness for future challenges.” 

The plan is built on five key pillars: Strengthening the Community, building a Sustainable City, Growing the Economy, Creating a Safe Paynesville, and Leadership in Public Service. Mayor Bestman also introduced the city’s newly defined vision, mission, and core values, which he described as critical to achieving the plan’s goals. 

Expressing gratitude to the City Council, residents, and all contributors, the mayor’s speech highlighted the importance of collaboration. “We now have a roadmap that will guide our work and resourcing decisions for the next five years. Together, we will deliver on the goals and aspirations for our great city.” 

As the PCC embarks on implementing this ambitious plan, the mayor urged citizens and partners to support the city’s growth and development. “Our doors remain open to all who seek to contribute to Paynesville’s progress. With optimism and determination, we are ready to lead our city into a brighter future.”
