Liberia Qualifies for $500M MCC Compact After Meeting Key U.S. Governance Benchmarks

Monrovia – Liberia has qualified for a Millennium Challenge Corporation (MCC) compact grant for the first time since 2015, opening the door to up to $500 million in U.S. aid.

President Joseph Boakai Wednesday disclosed that he received a call from Washington, D.C., confirming Liberia’s eligibility after passing the MCC Scorecard for 2024. 

“According to the MCC, Liberia has qualified for a second compact due to our outstanding performance in governance and reform. This achievement will unlock significant resources for our development agenda and help address the binding constraints to growth in our country,” President Boakai said.

The country met key governance benchmarks, including rule of law, trade policy, and fiscal management, surpassing the requirement to pass at least 10 out of 20 performance indicators.

The MCC compact is one of the most coveted development grants, awarded only to countries that demonstrate strong governance, anti-corruption measures, and respect for the rule of law. 

Liberia’s qualification marks a significant turnaround under Boakai’s administration and signals renewed confidence from the U.S. government.

The compact grant will provide a major financial boost to Liberia’s economy and development efforts and help execute the National Development Plan (Arrest Agenda for Inclusive Development, AAID)

A Collective Victory

President Boakai described the achievement as a collective victory for all Liberians, reflecting renewed confidence from the international community in Liberia’s commitment to unity, transparency, and reform.

“This is not just a victory for the government but for all Liberians. It reflects the international community’s confidence in our ability to deliver progress through unity and reform. Let us join hands to celebrate this collective success,” he emphasized.

The President assured citizens that additional details about the compact’s focus areas and allocations would be disclosed in the coming weeks. He called on Liberians to remain hopeful and united as the nation charts a path toward sustainable development.

“This is a development that must lift every spirit and restore hope that we are bound to achieve greater feats. Let us join our voices together and say, ‘Congratulations, Liberia!’” the President concluded.

Turning the Page

Liberia’s last MCC compact grant, awarded in 2015, focused on addressing electricity and road infrastructure. However, the country’s eligibility lapsed due to governance and policy shortcomings. 

The recent qualification reflects progress in governance and fiscal discipline, marking a turning point in Liberia’s development trajectory.

As Liberia prepares to engage with the MCC to finalize the compact’s focus areas, President Boakai reaffirmed his administration’s commitment to ensuring that the funds are used effectively to benefit all Liberians.
