Green Advocates International, in partnership with the World Resources Institute (WRI) and with funding from the U.S. Department of State, hosted a two-day capacity-building workshop for Grassroots Environmental Defenders (GEDs) in Monrovia. 

The event, held from January 16-17, brought together environmental defenders from Montserrado, Bomi, Cape Mount, Gbarpolu, and Margibi counties, aiming to enhance their advocacy skills and equip them to combat environmental injustices.

The workshop is part of the Standing Together with Environmental Defenders (STAND) initiative, a global project being implemented in eight countries, including Liberia. 

Speaking at the event, Mr. Peter Quaqua, Project Lead at Green Advocates International, emphasized the importance of the initiative in strengthening grassroots defenders’ capacity to address critical issues in their communities.

“These trainings are being conducted in all 15 counties in Liberia, targeting 75 defenders who are at the forefront of advocating for environmental justice,” Mr. Quaqua explained. “Our goal is to provide them with the tools and knowledge they need to effectively hold stakeholders accountable and push for meaningful change.”

He noted that the project, which spans countries such as Guatemala, Brazil, and the Democratic Republic of Congo, focuses on supporting defenders with training, capacity-building, and small grants. 

“Environmental defenders play a crucial role in fighting pollution, land disputes, and exploitation. They are the voice of vulnerable communities, and this initiative seeks to empower them further,” he added.

The project also includes grants to support smaller organizations advocating for environmental justice in their communities. “We are not giving grants to individuals but to organizations that are already doing the work. This is about building capacity so you can lead these efforts without waiting for someone from Monrovia to speak up for you,” Mr. Quaqua emphasized.

Mr. Quaqua reiterated the importance of sustained efforts. “This is just the beginning,” he said. “We are equipping you to become the champions of your communities. The knowledge and skills you gain here must be used to empower others.”

Also speaking, Dr. Emmanuel Urey Yarkpawolo, Executive Director of the Environmental Protection Agency, highlighted the critical role of grassroots defenders in safeguarding Liberia’s environment. “It’s an honor to be here among defenders who work tirelessly to protect our communities,” he said. “The EPA has developed several regulatory instruments, including air quality, wetland, soil quality, and water quality regulations. But without public education and awareness, these regulations are just documents.”

Dr. Yarkpawolo urged participants to take an active role in educating their communities about these policies. “Ignorance is often used as a weapon against the vulnerable,” he noted. “Your role as defenders is to inform people of their rights and empower them to make informed decisions. When people are informed, they can demand justice and sustainable development.”

Addressing the challenges faced by environmental defenders, Dr. Yarkpawolo drew inspiration from global figures. “Nelson Mandela once said, ‘Millions remain trapped in the prison of poverty. It is time to set them free.’ You, as grassroots defenders, are the ones on the frontlines of this fight,” he said.

Dr. Yarkpawolo also pledged the EPA’s continued support. “Under the leadership of President Joseph Nyuma Boakai, the EPA will stand with you. We may not have all the resources, but together, we can create a healthier environment for all,” he assured.

He concluded with a rallying call: “You are not just defenders of the environment; you are defenders of life. Liberia’s future depends on the work you do today. Keep pushing forward.” 

The workshop featured legal experts who provided practical guidance to the participants. Cllr. Tiawon Gongloe delivered a comprehensive overview of laws affecting environmental defenders, including statutory laws such as the Freedom of Information (FOI) Act, Agriculture Protection Act (APA), and land and mining regulations.

“Understanding the law is your greatest weapon,” Gongloe told the participants. “It empowers you to challenge injustices and demand accountability from those who exploit our resources.”

Atty. Samwar S. Fallah, legal counselor for Green Advocates International, focused on grievance assessment and accountability mechanisms, guiding participants on navigating Liberia’s justice systems. 

Atty. Alfred Brownell, a leading environmental justice advocate, detailed the complaint processes under Liberia’s quasi-judicial systems, such as the Liberia Anti-Corruption Commission (LACC) and the Independent National Human Rights Commission (INHRC).

One key topic addressed during the workshop was the importance of collaboration. “Defenders need coalitions and networks to amplify their advocacy,” said Cllr. Lamii Kpargoi. “By working together, you can coordinate efforts at national, regional, and international levels, ensuring your voices are heard and your causes gain traction.”
