MONROVIA – The Majority Bloc of the House of Representatives elected Hon. Richard Nagbe Koon as the new Speaker during a session in the Joint Chambers today, Thursday, November 21, 2024. The election was conducted on a white ballot, with Samuel Kogar, leader of the Majority Bloc, casting the decisive vote.
Speaking after his election, Richard Nagbe Koon expressed gratitude for the trust placed in him by his colleagues. “Today, as I stand before you, I am deeply honored and profoundly grateful for the trust you have placed in me,” he said. Koon described his election as a reflection of the collective dream for a brighter future, not just for the House of Representatives but for the Liberian Legislature as a whole.
Koon highlighted the challenges facing Liberia’s governance systems and institutions. He pointed to issues such as political divisions, inefficiencies, and critical obstacles that have hampered progress. According to him, these challenges require urgent intervention to unlock the country’s potential for growth and development.
In his inaugural address, Koon laid out an ambitious vision for legislative reform and a commitment to the needs of the Liberian people. “Together, we have taken a monumental step toward the change we seek in legislative governance and democratic pluralism. This change will be rooted in transparency, accountability, and a people-centered approach,” he emphasized.
One of Koon’s key pledges was to modernize the legislature. He stressed the need to embrace technology and innovation to enhance the effectiveness of the legislative process. “In today’s world, where technology is a critical component of governance, we must invest strategically in the modernization of the legislature. This will ensure that it serves everyone and not just a privileged few,” Koon stated.
The new Speaker also emphasized the importance of balancing collaboration with independence among the three branches of government. While pledging to work closely with President Joseph Nyuma Boakai’s administration, Koon assured that the legislature would maintain its autonomy. “Our three branches of government are separate, and under our watch, the legislature will remain the legislature. However, we will coordinate closely to ensure that urgent national priorities are addressed,” he explained.
Koon acknowledged the pressing challenges facing Liberia, including crumbling infrastructure, a paralyzed education system, a faltering healthcare sector, and a struggling economy. He called for swift action to tackle these issues, stressing that delays could have dire consequences for the nation’s future.
He appealed to his colleagues in the House of Representatives to unite in the spirit of reform. Koon underscored the importance of open dialogue and collective decision-making in addressing the country’s challenges. “Reform cannot be achieved by one person alone. It requires a collective effort that unites us. Together, we will face obstacles and emerge stronger,” he said.
Despite the optimism surrounding his election, Koon’s rise to the Speakership has been met with resistance. The bloc loyal to embattled Speaker J. Fonati Koffa has dismissed the election as illegitimate, describing it as a “joke.” This faction insists that Koffa remains the rightful Speaker and has filed a lawsuit challenging the outcome.
In a statement, the Koffa bloc questioned the validity of the election process and the authority of the Majority Bloc to unseat the Speaker. “What they did in the joint chambers is a joke. Fonati Koffa remains the Speaker. We have already filed a lawsuit in court and are awaiting the outcome,” the statement read.
The dispute between the two blocs has raised concerns about the stability of the legislature. Analysts warn that the power struggle could hinder the House of Representatives’ ability to address pressing national issues and enact critical reforms.
